My guess is that what Happy found on the mobile is one of this three things:
The poster of Wanted of Chopper and his bounty so ridiculously low and he's going to tell Chopper how to increase it and since he's so innocent he's not going to realize until too late that it's a trick by Happy to humiliate him.
Information on the mineral that weakens anyone who eats a devil fruit.
How to hypnotize someone and have them totally dominated and without him being able to win even when he's done hypnotizing himself, that would explain the cover and title.
