I've followed that comic forever. 20 years or so ago, when the Freefall comic strips were only created in black and white, I was one of many fans who voluntarily colorized the strips. And the artist linked our colorized versions to his comic's site. Fan art of Florence was literally the first original furry art that I ever drew by myself.

In the comics, Florence has been nude before, and whenever the robot Helix saw her, his censoring programming placed four black bars across her torso. I seem to recall she once was wearing or at least considering wearing a swimsuit that had essentially four bikini tops linked together, with the top one slightly larger. So she officially has a very small set of primary breasts, but would also have three pairs of additional nipples on her torso, like a feral canine has.
In her official images, she is always shown flat chested when nude - not really even an A cup. She is officially just barely an adult of her species, and from comments in the comic, still a virgin. She's kissed her human boyfriend, but has never mated yet. We don't officially know how mating or pregnancy might affect mammary growth in her species. Fan images have usually kept her development limited to A-cup primary breasts and at most a hint of three additional pairs of nipples.
