Chuck was a energetic, talkative and cute monster, he was literally a crazy speed demon for a living and he was a former classmate and a friend of Waddles The Piplup in Montopian Institute of Technology who always fails on every exams thanks to his friend for helping Chuck's grades to improve. Also he is ticklish on his feet, he can do a short-burst thundershock to temporarily paralyzed the enemies then he getting dizzy on every thundershock ability he has, he has an ability to run extreamly fast at Mach 90 speed (which is equivalent at the speed of sound of 111132 kilometres per hour) at 0.0000000000001 seconds and before for having some speed craze attemps, he'll gonna wiggling his toes first as his conductor of the amount of electricity which is like charging a car battery. Also he is a gifted linguist, he has the ability to hear or understanding an ancient languages as his translator from the old post-apocalyptic world of the past like speaking a japanese, filipino, korean or even spanish and so on by listening his big ears.
Note #1: Montopia was an actually a city, is a race of between Pokémons, Digimons and many more cutest monsters lived in peace together.
Note #2: I don't draw arts because i'm not a full time artist but i usually do edit and tracing a plush toys like Chuck The Pichu here.
Note #3: Chuck The Pichu was a easiest to drawn (mostly from the plush toy as my drawing base) which is i've pick the most cutest and adorable Pokémon since i'm watching a anime series about Pikachu's origin.
