New prisoners get a stamp ticket for a week of free food and rent (they sleep in the courtyard if they don't pay for their cell). This new guy is sporting the uniform all prisoners start out with. A pair of plain cloth pants and a leather collar with an id tag. They can buy additional clothes using prison credits.
