They are responsible not only for intelligence activities in the EoNH, but are also tasked with training the majority of the EoNH's special forces (which are then under the command of the field marshals they are assigned to, although the EoNH does have their own special forces units they command). Additionally, the AOH runs the federal police forces and site security.
All special forces groups under the EoNH are trained by the AOH however the nations below the EoNH rarely ever rely on the Agency to train their own special forces groups. Additionally, the decentralized nations under the EoNH virtually all have their own independent agencies founded, funded, and run separately that regularly communicate with the AOH and each-other. Despite the fractured nature of the EoNH's intelligence community they run very effectively together and are as cohesive as any other intelligence agency's separate departments in terms of communication and joint operation.
