Not all royal elite are as kind or understanding of their people. Cadmael is a prime example of someone with a burning hatred for anything deemed illegal, and holds no love for those who want to upset his rule.
The uncle of Phaedra, Cadmael is a ruthless leader. Any and all crime, he sees to it that the offender can never commit such acts again. Executions are a common theme in his city, handling all of it himself in rather... unique ways. Those who are not publicly executed, due to performing specific crimes or having specific traits, are taken to his throne room and turned into golden statues, aware but unable to move as their body is preserved for eternity.
