I have a character who is that short, or even shorter, depending on whom she's hugging (she's only 3'11", full-grown), so... ;) (She's the mousegirl that's scattered throughout my gallery, BTW...)

I have her short, because I'm short, IRL- I'm only 5'3", and have been so since I was 12 (35 years, now- I'm 47), so I'm used to being at boob heights. :)
Besides, she is a mouse... Though a bit short even for a mouse in her world setting, where most mice are between 4'6"-5'. :)
I can rarely afford commissions, so most of the pics of her in my gallery were gifts- I'm just a writer, I can't draw. :/

ahah I guess, yes! I'm 5'2" at 22, and I've been the same since I'm... 16 or something. Though I'm ok with that. I don't really like people noticing me, and being short helps : P
I think it's nice to have mice being shorter! It makes sense.
