Just like Aidan Cheddar is Super Squeaks, Zack Casey is Aqua Fox. A fennec that can breathe underwater, and manipulate it too in more fantastic versions.
Both concepts go back to around the same time. I never really gave him a uniform for his one of (a few) alter-egos and was more focused on his ability to manipulate water, since the only way to distinguish him at the time was his original outfit.
