He is a Huli Jing, the Kitsunes often forgotten Chinese Cousin.
Huli Jing are actually Aliens who arrived in Ancient China and have been living in hiding since.

More like their fathers. Basically, like everything in popular in Japan, The concept of a multi-tailed fox spirit started in China and spread to the rest of East Asia. Japan is just the joke someone else said and they just said it louder.

Well, I guess you could also blame China.  China's always been a bit of a xenophobic country.  We might hear rumors of things in China but, investigating is almost impossible including their mythology.  That said, when a myth starts in one country and reaches another, the new country will quite often embellish on the original myth.  That could be the reason the Japanese made the kitsune nearly immortal.
