Around 2015 The Adventures of Officer Poopypants came to mind, something kind of like Bonkers! Or out of Who Framed Roger Rabbit, voiced by Jim Cummings! (I think about that last part more than I'd like to admit.)
The weeb in me would like to raise his hoof and make a reference to Ryotsu from Kochikame.

A lot like Dale Cooper, if anything. A bit eccentric, has some odd habits, but gets results. I should mention that I do think his last name is literally "Poopypants".

Wouldn't be out of place in a belt scrolling action game of some sort, or even a more loose beat-em'-up style game. I think of how the SNES Animaniacs game was a strange belt-scrolling platformer, and also features a big lug who chases after you. You might think given his small, unobtrusive idiosyncrasies, he would run slower than most in his position. You'd be wrong, he's so very used to it by now.
