This is Chibi the Draceon. As an eevee he was adopted into a family of Dragonite and Dragonaire, which resulted in an extremely rare dragon-type eeveelution. Later on, he joined an exploration team on a quest to draw all the most amazing sights in the Pokemon world. You'd think it would be hard lugging all those supplies through a mystery dungeon, but luckily, treasure bags seem to be bigger on the inside...
