Whoa, pretty interesting. Reminds me of how Robocop's face was pretty much just stretched out over the cybernetics as well.

In the show, Rusty's head is complete... for the most part.

Only prosthetics seem to be the right eye and the iris on the left, which has a white LED.

Looking at her, it's like the Chaos Council experimented technologies to turn living beings into soldiers with 90% prosthetic bodies. Even using a bird instead of the shard's energy has perks like how Rusty is not affected by the EMP Sonic generates, ehkle every other robot in New Yolk was deactivated.
