This is Human the Bulldog from Dic's 'Stunt Dawgs' series.
'Stunt Dawgs' was based on the 1978 movie 'Hooper': a comedy about stuntmen.
I haven't seen the movie, and I don't care much for 'Stunt Dawgs'. :3

I guess I stopped caring. Regarding the art, this was my very first go at the character: no practice sketches were done (again, I don't care).
I'll say this: for whatever reason, the main villain of 'Stunt Dawgs' (Fungus) reminds me of the Nostalgia Critic. I dunno why, he just does. :P
The featured pencil is a brandless, WWII-era specimen boasting an image of a bulldog and the name 'Westy' beside.
I'm unsure what (if anything) the pencil is promoting. There is a breed of dog called 'westie', but westies aren't bulldogs (they're terriers), and the name is spelled differently.
I thought there may've been a bulldog celebrity around WWII named Westy (perhaps a film canine or the pet of a politician), but I found nothing.
I watched the episode and I was amazed how relivent to what's happening NOW that cartoon was. I swear sometimes I think these writers / artists can see the future and are trying to warn us the only way they can. Didn't care for the characters or the animation too much ( it reminded me of another cartoon but as if this writing I cannot remember it what was) but the story was amazing. Would be interesting to see if the others are similar.
As for the pencil I tried looking up variations of the word but couldn't find any reference to Bulldog or WW2. It might be so obscure it's been lost to time or maybe it means nothing. Whatever the case it's still a cool pencil and I like what I can see of the illustration. :)
