This is apparently a thing that I see a lot of and I'm not sure why. But the design is cute and was a nice little commission to put together. A commission for LarryKitty.
It's more a joke from the early seasons of FIM. You see almost no males in Ponyville. This is mostly because it was originally intended to be a show for little girls that... uh.. evolved. But jokes came up every once in a while that the water feminizes ponies who live there... This may be an obscure reference to a certain raving moron or may not be. Probably lands differently for different people.
It partly has to do with a character from season 1 called Caramel. A lot of the background pony designs were procedural generated to a certain extent. Color, gender, mane style, marking etc... which resulted in Caramel being depicted as a large muscular stallion like Big Mac, then a smaller softer featured colt, and then as a filly... This was taken by some to imply gender transitioning (which may or may not have been intentional).
Either way, Hasbro aside who for business reasons wants to be somewhat opinionless, I don't think the production particularly minded himthemher being used as a trans affirming icon even if it's not canon. But yeah, for a while there was a joke about ponyville water making ponies fem.

It's also not entirely impossible that time is running backwards and we're just experiencing it forwards, which would explain to an extent if all time and space is technically happening at the same time, why there is a perceivable past but not a perceivable future. Don't think about it too long.
