What are the new rules? Something about neural networks and artificial intelligence? Do I need to leave a link to the neural network in the description, or can I just write that I made this drawing not without the help of a neural network? Midjourney, version 4. Like, I generated two pieces of art, then combined the parts I liked into one and finished it a little

Apparently the rules are pretty weird and asinine for this. In this case it would need to be tagged as ai-generated along with which open source system you used and the description would need to state the entire string you submitted to get the image. Since you tweeked it, you would also need to include the image(s) you used (which I see you did).
" If your work is mostly or fully generated by AI:

The work must be tagged with the ai_generated keyword, the name of the tool and model that was used
You must not post submissions offering such content for commission or paid adoption
You must use a multi-file submission containing no more than six pieces of work for work generated via the same prompt

" For all AI-generated or AI-assisted content:
You must not use the names of living or recently-deceased creators (within the last 25 years) or their non-commercial characters as prompts without their permission
The description must contain all prompts and seeds passed to AI tools and must indicate the generator, training model and version or hash used

But to top it all off, Midjurney isn't aloud at all because they aren't open source, they use proprietary models and are specifically called out as such in the rules.

You must not post work using closed-source tools or services that do not make their code and models freely available for others to reuse in an equivalent manner
This includes services such as Midjourney and NovelAI that are based on proprietary models
