Scoop up the pup and ride like the wind. Toby's safety is the most important thing both because it's his job to protect him and because he cares for the pup.

But seriously really good work moving this forwards. His plan is clever and stupid all at once. He clearly is in this for the chaos more than anything else. I like the way you have them both react with the Witcher senses. It not only make sense, but it also sets up the fact that he doesn't just dress like a Witcher, he IS one and has all the associated abilities. It's a subtle way to increase his threat. And it also shows that he doesn't care about the danger he's bringing in because he wouldn't react so sharply if there wasn't the obvious danger of the angry queen turning on him, too. Poor Tobi, too, I felt that fall.
