Strange, according to the sleeves he is a Lieutenant-Colonel, but the shoulder boards are for a General

Unfortunately I’m not really informed in military related stuff, the commissioner asked for those specific shoulder boards but he said nothing about the sleeves, so I took some “artistic liberties”
