Okay so it's maybe got no arms and it isn't a coat, but this IS an INCREDIBLY done heraldic representation of Maou, a fluffy dragon who rampages and ruins countrysides. Or just has a shitload of sex with things. What's the difference, anyway?

For the love of god, go watch the artist responsible,

and fav their version and lavish love upon him. This turned out incredible and is way too cool, and they just draw some really neat stuff!
