I've re-read this comic a few times and never once ran into any character saying this. Unless someone pops in to correct me, I think this might be the first time we're hearing anything about this "Founding Stone" at all.

Just goes to show why nobility should never be a hereditary position, and only awarded in service to the realm.  Thus far, not a single noble we've seen has actually been doing anything other than serving their own interests.
