Ever since a process was developed to make any genetic modification that you could desire, law enforcement has become a lot like a comic book. Someone with enhanced abilities thinks they can just do what they want and get away with it. A lot of times, they do, but they are eventually caught and made to pay their debt to society. They can still be subdued with a well-placed shot and maybe some ingenuity. Even they can team up, though, but they are up against a team as well. Police departments call them the "Mod Squad", no relation to the show. The federal government even has people to deal with them.
The mods have included taking on the appearance of an animal. At first, this was done purely underground by people looking for the next gimmick to give them an edge. They were no more effective than the other mods, although it makes them easier to track. A few animal people in a sea of regular humans will be noticed, especially since they will often be discriminated because of it. That is why when that became available to the general public, it came along with new additions to existing law that guaranteed their rights and assured equal treatment. Seeing animal people behave normally was odd at first, but they came to be accepted by the public. They even became police officers as well, some joining their local Mod Squad.
Despite the positive image, discrimination and hate crimes are still present, as well as the criminal animal mods. It is no surprise that the mods can victimize other mods. This started to become a problem, though, as they increasingly became a target. With no specific reason why this was happening, an ivestigation was conducted to discover the connection. A racist normal human was found and convicted of illegal mods that increase aggression and for acts against animal mods to make the public hate and fear them. While people like that exist, peace is normally had for the animal mods and we have come to coexist.
