If I recall correctly it is implied that he is heading off to deal with a bigger opponent, so he probably wants all the troops and resources he can extract from here. Furthermore, if he leaves the current political structure in place that will hopefully tamp down on partisan activity and help keep his back lines calm. I believe this area is important for him logistically and fighting a rebellion on one of your major supply routes is a good way to loose a war.
That being said, it could set a bad precedent for him.
