This is Mimoso Raton (sorry, my keyboard can't put the little fancy marks in it) from the Mexican show Odisea Burbujas riding a skateboard. My style cannot fully render how cute this character is.
Even if you can't use a tool like Character Map to insert the accented character in "Mimoso Ratón" manually, just running a quick Google search on the unaccented spelling will usually get you a copy-pastable version, which is what I used. ;3
