Next, the moment where the two young witches realise that the incantations, the props, the ritual gestures are there as tools to align the magicians will. They make it easier not to make a mistake with the kind of power flows required and have "unfortunate" consequences for the spellcaster acting as a conduit for those flows... but practitioners as old and experienced as Gwen and Elysia could, if the need justified the risk, snap an equally powerful enchantment into place in an instant with a focused thought and no need for a wand or for any other magical tools.

Absolutely! Gwendolyn even explains to Chucky (I think) in a much earlier page that her wand is more of conduit. Also, she levitates him with no more than one hand when he almost falls to the ground. She rhymes and chants are like memory aids for spell casting.
