This was inspired by the Fairly Odd Parents episode: "Presto Change-O" where Francis gave Timmy (With Crocker in his body) a hanging wedgie with the school flagpole. In which Tootie is now the one hanging by her underwear, most likely hung up by Vicky as usual.
