I know this is a joke, but I doubt they will allow it. Surge is a teenager and Tails is eight. Plus, Ian Flynn's made-up Sega mandates claim game characters cannot be in a relationship (and yes, they are made up, as Sonic Boom allowed Tails to have a crush on Zooey in one episode).
