I like rarely-referenced characters, too, albeit the franchises I pick from tend to fall under the common to uncommon knowledge of furries born in the 1980s. I was raised on Nickelodeon, Disney and PBS---all mainstream channels, so there isn't much in my head to choose from if I'm looking for genuine obscurities. Sometimes, I'll draw from series I was aware of as a kid, despite not watching any of it (like 'Cowboys of Moo Mesa', etc).
Again, I prefer characters from shows I actually watched, though there are yet characters from those shows who rarely (if ever) see fan art made of them. Like, what graymuzzle hasn't heard of AotLK? Yet, I'm sure (even among enthusiasts of the series) there isn't much fan art of Maki-Maki (hence I keep such characters in mind for when I become desperate for a subject).
For today's ACO subject, I've picked from a fairly well-remembered series: 'The Littl Bits'. I wanted a Littl Bits character who wasn't given much spotlight to. Granted, there are many, but I had a specific one in mind.

I also tried a search using Japanese text, "モンド" and "モンド ファンアート' and '森の陽気な小人たち ベルフィーとリルビット モンド' via Google Images*
I'd found screenshots, but I don''t count those. :P
FINALLY, after searching for 'Belfy' under DeviantArt, I found some fan art of the character, under the 'Most Recent' search. The upload was dated 'Oct 29, 2017' ...well over four years ago, as of writing.
In conclusion, while fan art DOES exist of Snuffly, the subject isn't drawn every day ...so, I volunteered a few minutes of my time to draw the character ...for the 0.04% of the population that wants more art of him.
That said, after a few practice sketches, I lost interest ...but I (obviously) uploaded one of the sketches, anyway. ^^

But on a serious note, I do the best I'm willing to do with these art cards.
I'm not an ex-Disney animator; I'm not a young, ambitious person who's devoted his life to cartooning. I'm just an uneducated 40-something sitting in a disorganized room with empty beer bottles and pencil stubs everywhere (some in the strangest of places!). I do not, and never will, hold an art degree. I've never had any lessons and don't think it's worth it to undertake any. I don't want anything from my art, neither do I accept anything for it---I just draw because I feel like it. My choice to draw a great variety of characters comes the fact I upload my scribbles to the internet (and, over time, others responded to them). That's all.
TL;DR: I'm just an asshole with a human attached, drawing characters no one cares about, with pencils rescued from the trash. If you want quality, I'm not your guy (I never claimed to be, moreover). :3

I had a difficult time choosing a suitable pencil for Snuffly.
I thought of featuring a pencil from Acorn Pencil Co., because squirrel ...but those pencils are scarcer than Snuffly art. ^^;
I thought of the 'Bourbon' from Mallard, because Snuffly (in the anime) looks like he's either had a drink, or needs one ...but that's too loose a connection (and would more properly belong to Snoozeabit). :p
So, instead, I opted to feature the 'Glider' from Mallard Pencil Co ...because Snuffly is a flying squirrel. ^)^
...and as I have a few of these 'Glider' pencils, including a sharpened one, I decided to ...not use it to make this practice sketch! :D But, fear not---I did some swatches and some writing with it, to test it out. :3
The 'Glider' produces a soft, dark line with a fairly smooth drag. The line hasn't too much dotting, and will erase (more or less) cleanly. I'd describe it as a good, albeit school quality pencil, best suited for writing. :3
I've not located any other bar what you have found. It is possible there is more, but if a fan piece is not acessible then it does not live. A painting locked in the basement of some dusty museum exists only as a number on an iteniary, it is at best dormant and at worst dead.

I run through weasyl, sofurry (Whose text editor is monstrous) gelbooru, furbooru, FA, IB, DA, AMA, Newground, Pixiv, and Aryion. If it's not on those sites it's not anywhere. (Occasionally some of the obscure sites have hidden gems, or entire fandoms. Pixiv for example is about the sole source of Okojo fanart.)

For two reasons. Firstly because it's so much easier than people think. There's around 150K separate pieces of Zootopia fanart out there, one of the larger fandoms. Each piece averages about 1MB so the whole fandom can be stored on a single hard drive. There are tools letting you download the entirety of e621, IB and such's fandoms in as long as it takes your bandwdth. (So everything Zootopia off of IB in a few hours.) There's no great expense, it's less taxing than comissioning art of a character.
Second, it fulfils my collecting needs, espescially the desire for completeness. I cannot have every pokemon card but I CAN have every Buttons & Rusty artwork. I rule over my little fifedoms with mathematical coolness.

Problem is I have failed to uphold my word to review a particular movie before any other ...and now it's Easter, and I want to review the Buttons and Rusty Easter special (I have reviewed their other holiday specials---Easter is the last one!).
