Li Li, she is Chen Stormstout's Niece in WoW. Although this is obviously referencing her from Heroes of the Storm where she is an oft underestimated healer. I haven't played in years, but last I was aware one of her high-level talents massively reduces her cooldowns for a bit after she takes damage, you could build her to put out crazy numbers, though it would eat her mana strait through in a single battle.

The talent you're referring to is Kung Fu Hustle, which reduces her cooldowns at an increased rate whenever she has her usual speed boost from taking damage. She's since been reworked, and that talent has been removed from the game unfortunately, though I can definitely see why they did it, as it was frankly kinda overpowered.
You could legit spam a water dragon every ten seconds or so if you kept yourself in the fight. It was insane how much damage you could do if you could keep yourself alive, which Li Li happens to be very good at since all you have to do is tape down your Q key.

This just makes me sad. I played HotS pretty religiously for years. I loved the hell out of the game, even with it's faults. But after the Blitzchung incident and them cancelling the esports scene and putting the game on life support, I gave up on Blizzard games. Seeing this just reminds me of all the fun I had with Li-Li.
