What if Bellwether is actually a very southern country sort of girl that got into politics and the big city life almost like Judy did, but got so beaten down and tired that she had a little mental break down. This AU plays on the idea that unlike Judy who stuck through the lows, Dawn went back to her country life before getting into politics. She's much happier to be honest, far less stressful. She currently owns and runs a bar out west of Zootopia along the long road that goes on and on for ages, her family farm just a short ways away.
I mean Judy 'stuck through' two days of being a meter maid and a short spell of screwing up the city before good fortunate gave her everything she wanted. Had Bellwether's plan been hatched a year later I suspect Judy too would be back in the burrows. She has less stamina than peop0le think.
