Since Chip & Dale's Rescue Rangers pre-dates Full Metal Alchemist by about 12 years I'm going to say no. FMA creator and artist Hiromu Arakawa gave Winry the tough tomboy look because of her feeling that certain people had to work harder to afford to eat than others. She wanted her look to reflect this. Its doubtful Gadget had any influence on the character's appearance other than both being influenced by tough, hard-working women. Gadget was inspired by real-life people like Amelia Earhart and the women who worked to build airplanes during WW2.
