Makeup Hound (as she's called) is Shoeshine Boy's twin brother, as she sells makeup door-to-door, but after learning her brother is also Underdog, she is injured, and only with a blood transfusion from Shoeshine Boy is she saved, but gains Underdog's powers. Shoeshine Boy, knowing Makeup Hound can keep a secret, makes Makeup Hound a costume, knowing two Underdogs can be better in case he cannot get to a scene of a crime, thus starting Makeup Hound's secret life as Underpooch, Underdog's twin sister.

Yeah, this is part of the Underdog reboot headcanon I came up with to make fun of how superheroes like Batman and Superman have female counterparts.
