Willow's first appearance in Dōbutsu no Mori e+ was as a villager who could not be invited to a village without loading a card; the situation was different from the new villagers in ACNH ver.2.
She temporarily did not appear in that next game, Animal Crossing: Wild World, so I think those two things created difficulties for her. In the meantime, I was lucky enough to see a video of Willow living in e+ the other day. And this picture is of e+ stretching in her scarf before ACNH.
