It's pretty simple actually. 1) Spawn your light and disable shadows on it 2) Make it a uberlight 3) Slide the cuton and cutoff values until the light is making the iris glow on the character you are aiming at and you can adjust it from there. Keep the bloom on with the camera you are using if you want a stronger glow.
