Frost is perhaps the most mysterious little critter in the Neon City.
No one knows where he came from, where he lives, who are his parents, or even WHAT he is...
All people can tell is he can fly, use some sort of purple electric-like magic (or tech, for all anyone knows), and that he looks like a she.
