Basically he's got a human brain within a robot body. His body's pretty high-tech, and he's got the ability to simulate nerves like a human normally would along with the ability to focus them all into one part of his body or shut them all off at once(which is normally done when he's in pain.) He can also engage in sexual activities and all of that sort of stuff, those "parts" just aren't exactly made visible unless he wants them to be.
Does that make him a cyborg? Maybe. I don't really know what the standard usually is.
