That's because this picture comes from a universe where Vorarephilia is an everyday thing, and Judy happened to have a liking to it so much that she has decided to get devoured by the first predator she came across... and she's very happy about it.

Judy Hopps was on a walk the other day, when she witnessed Gideon Grey devouring a helpless lamb. Instead of running away, she seemed rather… fascinated with the way that Fox’s belly started working on that lamb he ate. Not sure if she should take plunge, Judy decided to approach Gideon… for advice. His opinion was that Judy would be doing the right choice if she let him eat her, even giving him one whole day to think it through. The next day, after long thinking, Judy happily surrenders to Gideon, who devoured her without thinking twice. Both of them happy with the outcome, Gideon lay back against a tree to digest his latest prey, and Judy got herself comfortable, happy that she’ll soon be fat on a fox’s belly. After all… a fox’s belly is where good bunnies like Judy belong.
