In the modern day, people don't have to worry about the beast. Animals; that in the past; consumed crops, cattle, and people are seen less as dangerous and more like cuddle buddies.
In the past however, the threat of death by the beast is very real and very likely. It means that people are more quick the give in to their fears of beasts. A beast that walks and talks like a person... That's terrifying... There are many folktales about monsters that mimic people just to lure them in and eat them. Tales that I know for a fact permeate the world of Misbegotten Kittens.
While the people in this story are quick to judge wrongly, they have every incentive do so because of the time period.

Think about it. Many animals people find cute now were once looked upon with fear and hatred. This is because in the past we hadn't tamed the wild like we have now. Wolves would eat you sheep, lions consume your cattle, rats bring you plague and eat your crops, etc. Now we've largely eliminated these problems and the beast is no longer a threat. NOW we see them as cute.
