Alicia Pris is Waffle's childhood friend and neighbor. When Alicia was very young and her father died, Waffle comforted her and became her friend. He gave her a pendant necklace as a gift, which she kept since childhood.
During the events of the game, Alicia is the leader of a gang of pirates called The Black Cat Gang, and she and her two sisters are always causing trouble for Waffle, who is a policeman. Alicia has a crush on Waffle and it's implied that they have feelings for each other. At the end of the game they have a conversation which mirrors their first conversation as kids.
So it's implied that Alicia has a crush on Waffle, which he might correspond, but it's never confirmed.

1. Yes, I own Tail Concerto. It was my first PlayStation game and I loved it back then and still do now. I also love the sequel on Nintendo DS, Solatorobo. 2. I played it many times and got a copy for a friend of mine too, who also loved it. 3. I did not know that. 4. Was not aware about the comic. I own the Little Tail Bronx comics published by CyberConnect2, but I never read the ones you mention. 5. Waffle and the others have paws in the games, like real dogs and cats. 6. Not sure, but Waffle is very tidy and clean, so they probably smell pleasant.
