Every forth century a dragon lays an egg and decides whether or not it should stay for the baby, or let the Endermen take care of it. It’s often rare for the dragon to leave it’s child to the care of others, but when they do, the child is of course treated like a ruler like their parent and is taught as one as they grow.
As for what happens to said parent, they let their body grow to perish and let their soul rest in the deep depths of the Ender city.
After the hatching of the egg it takes years before gender is confirmed, it’s because the guardians let the child choose what they’d prefer.
