The obvious explanation is that Luna was absent from the table for a moment, and returned to see her mug was empty.

Luna: "I'm back.  What happened to my cider?"

Celestia: *grins*

Luna: "...Sister?  Why are you so quiet?  Did you drink my cider?"

Celestia:  *spews cider in Luna's face*
