His new outfit was predicted in an earlier sketch. The technology of his mind control ray is now integrated into his suit, activated with specific finger positions. The outfit was inspired by Nicole's experience with Joel, who finally manage to convince him to try out some of the more hard core bondage situations. The gasmask helps with the noxious gas his crime partner tends to use in combat.
And now he's not very obviously a skunk with a mask on!
