The streets of this city are mean, rife with corruption and the Rampant abuse of power! Hero's and Villain's alike choke these streets with there conflicts, Groups of Government Sanctioned "Heros" facing off against those who wish to use there powers for there own benefit, for true evil or even just without the ever present hand of big brother looming above them, all mixed in with the throngs of people who wish nothing more then to lead normal mundane existence without using any powers...

This worlds heavy saturation of lay line energy has caused a interesting development in it's populations, the vast majority of people living in it have developed special abilities, all them magic call them mutation at the end of the day there super powers, and they often range the full spectrum between Basically just a cute party trick to "Oh my god lock this person up for the safety of the entire city!" SO how does one effectively regulate all this? Simple! you integrate it into the society itself.
Enter the TaVern App
An unassuming app that can be loaded onto any cell phone that works like Uber...for super heros!
You can use it to post odd jobs, hero requests or even full on S.O.S requests for saving as well as to report super villainy activity, it can also be used by the government or the company that run the app to put out official jobs and Alerts not to different to a police A.P.B.
This App Allows of registered groups or teams (regarded by the App as Agencies) to respond to and even be rewarded for, taking care of "jobs" that pop up on the app in there local area, everything from rescuing cats from trues or lifting heavy objects to stopping a Robbery in progress or Resolving a hostage situation.
What jobs the app will show you and allow you to respond to are determined by your agency type and clearance, a group of teen age good Samaritans will spend a lot of there time doing, basically, super powered volunteer work, a group of well trained, fully voted adults with proper training might be assigned swat level work working together with local police, think of it like contract work.
All of this, to Surges mind, is bullshit!
Surge Falls into a 3rd classification of Super types, basically Vigilantes. Meny of them are just bad guys who want a vanear of legitimacy but a few of them are actual good souls who want to help but want to do so without being hamstrung by the red tape and Bureaucracy of a System that tells you you CANT help if you don't have the right permissions in some database to DO so!.
Kevin runs Dark, He doesn't use the app, he turns anything that has a GPS signal in it OFF before going on a mission or "Dark Running" as he and other like him tend to call it. Off the grid, illegal hero work!
it's Uninsured, unsanctioned and dangerous... but it's honest. He doesn't have to reply on corporations or city, state or national permissions to be what he is, a hero! Which means he and others in the Dark Runner Network also don't have to worry about corruption in places of power or waiting for a sometimes slow to respond Contracted Hero Agency to show up and save the day!
it's Especially useful for hero work that goes... against the state itself.
Sometimes, the City's greatest foe are the ones in power!
Dark Runners are secretive, there network runs a lot like an underground criminal organization might, and it has to. Ordinarily children Arnt able to use the TaVern App to register for anything that would be considered dangerous no matter how there powers work. In fact your power use especially as an underaged hero without a proper license, are restricted to home use or special events. The same goes for Dark Runners, who wont normally accept children, Surge's Abilities however...have made him an acceptation.

im a huge fan of marvel and of x-men so theres some of that influance in there mixed in with the boom babies or static shock or things like champions or city of heros...
that being said this is a slight paraphrase of Mavvys hero world not mine and while the Dark Runner Network is of my own design as is kevins place in that world XD hes responsable for most of the insperation for this.

That is actualy one of his powers he can "jolt" around the place =p it looks like a teleport but it's really just a very breif moment were he super charged his movement to "jolt" a short distence =p
