This theory was promoted by Cozy Glow's voice actress, Sunni Westbrook, and stems from the fact Cozy Glow is basically a watered-down expy of Baby Doll from Batman: The Animated Series. (Maybe also Darla Dimple from Cats Don't Dance, but Baby Doll predates her by 3 years.)
Baby Doll literally was an adult with a dwarfism-like condition and her consequent suffering drove her motivation as a villain. Like many Batman villains, Batman himself pitied her, and he is seen consoling her after she is defeated.
Cozy Glow on the other hand has no backstory to speak of, even if we accept this adult baby theory, and was condemned just like Chrysalis and Tirek solely because the writers were scared of the fallback from "redeeming yet another antagonist" (in a show for six year olds about friendship and forgiveness.) Altogether, Cozy Glow falls rather flat as a compelling villain.

she needed more development, a solid reason why she was doing what she was doing, tierk may be one note but at least his true motives are well documented, chrysalis drive for revengence and dominence is obvious in every move she makes, cozy though...without some backstory we have no understanding of why she does what she does, where her need for the power she seems to crave comes from... the sadest thing about her, is that indeed she falls so flat that flim and flam make for better antagonits

Fair enough. On the other hand, possible age aside, that all depends on how Cozy views these two. If she views them as some form of make-shift parents, yeah, it'd still be mentally scarring. XD Personally, I agree with the whole dwarfism thing, but I'm not sure if she's more Darla Dimple meets Baby Doll, or if she's a chimera of those two plus the main girl from Orphan.
