Poor mutt might have got more than he bargained when he wandered into a the building alone. normally plot armor would taken place, but anomilous zones dont exactly play by the rules that are set. Anything is fair game inside those zones. The zones are not detectable by sight or smell but you can feel a slight electrical shock on your body constantly.
