That... that's not how bail works. That might be how fines, court fees, civil forfeiture, and such work, but you get bail back when you show up for court. It's a surety bond, not a penalty in and of itself. Heck, courts even sometimes loose money on bail if they have to hire a bounty hunter (yes those are still a real thing, no they don't work like you think they do. Unless you watched Dog the Bounty Hunter, which was more-or-less accurate).
