I think she has larger breasts than the usual size, yes.

The tail just goes over the shorts and panties. It's placed high enough to allow for this.

Certainly, and we'll see if anyone is willing to commission one that is 2 m / 6'5", that would make it bigger than almost everyone. If anyone is ready to be dominated by such large plush :P
