Yes, most of the first ones I made I didn't include tails. I thought it would get in the way of the clothes, and didn't think placing the tail higher up would look good. But it was fine placing it higher up.
But if a tail is included, that does prevent them from wearing full body outfits like one-piece swimsuits, unless you cut a hole for the tail. So I can include a tail if requested.
