It's a wizard toucan-thingy!
Affiliated with Blue Lightning. Can't fly. Not very athletic, but makes up for it with smarts.
Personality
Towards the masses, Serule has a generally disdainful demeanor. Generally quiet and passive. However, if in a group of known people, he generally becomes more aggressive.
Not religious. Doesn't like politics much.

Body
Relatively large head, typical of some 'toons. Cobalt-colored feathers with a slightly blue tinted white as counter. Countershading extends from near the pelvis up to and enclosing the eyes. The countershading near the eyes serve as 'eyebrows'.
Comparatively small orange beak with a dark grey cere. Bands in the white counter color exist in 3 places: the beak (2 on top, 2 on bottom, with bottom bands translated closer to the face than the top ones), the head (3 total), and the forearm (2 on each).
Eyelids use the primary cobalt color. Eyes are black/white.
Generally 3 'fingers' are visible on each wing. Generally, 3 tail feathers are visible.
Legs are 'segmented' by 4 lines - 2 on both upper and lower. 4 claws on each foot - 3 front, 1 rear.
Rear has no notable markings other than the continuation of the 2 lower head bands.
Lean build overall.
