This is King from Hanna-Barbera's 'Heyyy, it's the King' (HitK) series.
HitK was part of 'The CB Bears': an hour-long show consisting of three or four different animated shorts.
The HitK shorts weren't anything special---just nine minutes of the comedic antics of King and his gang. HitK is but one of many metaphorical darts HB threw at a wall, hoping to hit its target (or any target for that matter)---the show's nothing special, albeit I can say it's not as bad as some of HB's forgotten offerings. ^^
The character of King is based on that of Fonzie from the live-action 'Happy Days' sitcom, which I know to be adult-oriented (I've known about 'Happy Days' since my early years, though I've never once seen an episode, at least not to completion ...but I digress). ^^
King is a tall drink of water! As such I had to shorten him a bit to fit him on this card (I think he looks cuter this way ...not that I'm praising my art or anything). ^^
I drew King via my Zephyr and delineated him with this 'Mono-King' pencil from Monarch Pencil Company.
Monarch Pencil Company is somewhat mysterious, as (according to pencil authority, Bob Trudy) not much is known about it. As for the pencil, I bought a lot that included three Mono-Kings, including one unsharpened (it will remain that way). The unsharpened Mono-King betrays a square core, which is unusual (most are round). Additionally, the Mono-King's ferrule has an inset eraser---it stands out among the other pencils in my holder. Moreover, the ferrule is painted black and doesn't feel like metal, but like a separate piece of wood (I have only one other pencil with a similar ferrule---it's unbranded, but dated 1943).
The Mono-King produces a dark, medium-width line that's difficult to erase. The drag is smooth, but a bit labored---not for speed writing.
I remember watching the "CB Bears" cartoon show. It became one of my favorite shows back in the '70s, especially considering the CB radio craze depicted in various movies and songs. Besides the CB Bears and "Heyyy, It's the King", my other favorite segment was "Undercover Elephant".

No. Is a single crumb a cake? Is a palette a painting? A note a symphony? No, you must see a proper episode. I suggest this one: https://www.youtube.com/watch?v=HQtyjUjcChs
It contains the mechanical dog who oddly proved to be the fan favorite character, and the inspiration for Steven Universe's Yellow Diamond, Electra.
