Some russian olimpic or whatever mascotes
Actually, it is a crossover of Victoria (sports mascot) with roe Ulya from russian cartoon ("Nu pogodi(Just you wait)" remake)
Ulya supposed to be a girl. However, it was drawn with the horns which female roes do not have.
