I'd think padding unless the squirrely boy has had some hormones. In the episode where he wears this outfit it's to play a prank on his rival. I don't think I'd portray him with real boobies and if I did I'd probably give him a few extras. He's still super cute in a dress and the character is pretty girly and not at all embarrassed about it. CN has some videos of him online but alas none of him crossdressing or cheerleading.
